十八屆三中全會(huì)對(duì)全面深化改革作出了總體部署，提出完善和發(fā)展中國(guó)特色社會(huì)主義制度、推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的總目標(biāo)。全會(huì)強(qiáng)調(diào)，要緊緊圍繞使市場(chǎng)在資源配置中起決定性作用深化經(jīng)濟(jì)體制改革，堅(jiān)持和完善基本經(jīng)濟(jì)制度，加快完善現(xiàn)代市場(chǎng)體系，加快轉(zhuǎn)變政府職能，健全宏觀調(diào)控體系，深化財(cái)稅體制改革，健全城鄉(xiāng)發(fā)展一體化體制機(jī)制，加快建設(shè)創(chuàng)新型國(guó)家，推動(dòng)經(jīng)濟(jì)更有效率、更加公平、更可持續(xù)發(fā)展。全國(guó)政協(xié)聚焦全面深化改革重大問題，注重對(duì)經(jīng)濟(jì)領(lǐng)域重大問題的研究，積極開展專題調(diào)研、視察等協(xié)商議政活動(dòng)，為全面深化改革促進(jìn)經(jīng)濟(jì)持續(xù)健康發(fā)展建言獻(xiàn)策，為中央決策提供了有益參考。邀請(qǐng)5位全國(guó)政協(xié)委員回答記者提問。

二、政協(xié)委員談推進(jìn)人民政協(xié)協(xié)商民主建設(shè)

十八大強(qiáng)調(diào)，要健全社會(huì)主義協(xié)商民主制度，充分發(fā)揮人民政協(xié)作為協(xié)商民主重要渠道作用。十八屆三中全會(huì)強(qiáng)調(diào)，要重點(diǎn)推進(jìn)政治協(xié)商、民主監(jiān)督、參政議政制度化、規(guī)范化、程序化，各級(jí)黨委和政府、政協(xié)制定并組織實(shí)施協(xié)商年度工作計(jì)劃，就一些重要決策聽取政協(xié)意見，完善人民政協(xié)制度體系，規(guī)范協(xié)商內(nèi)容、協(xié)商程序。十二屆全國(guó)政協(xié)深入開展協(xié)商民主理論研究和實(shí)踐探索，創(chuàng)新以專題為內(nèi)容、以界別為紐帶、以專委會(huì)為依托、以座談為方法的協(xié)商形式，推動(dòng)協(xié)商活動(dòng)多樣化，建立雙周協(xié)商座談會(huì)制度，召開一系列專題協(xié)商座談會(huì)，研究制定全國(guó)政協(xié)2014年協(xié)商工作計(jì)劃。通過積極開展協(xié)商議政活動(dòng)，推動(dòng)協(xié)商于決策之前和決策實(shí)施之中，發(fā)揮了政協(xié)的決策咨詢作用。各級(jí)地方政協(xié)組織也開展了協(xié)商民主的生動(dòng)實(shí)踐。邀請(qǐng)4位全國(guó)政協(xié)委員就如何充分發(fā)揮人民政協(xié)作為協(xié)商民主重要渠道作用、健全社會(huì)主義協(xié)商民主制度回答記者提問。

十八屆三中全會(huì)提出，要進(jìn)一步深化文化體制改革，增強(qiáng)國(guó)家文化軟實(shí)力。要加快社會(huì)事業(yè)改革，實(shí)現(xiàn)發(fā)展成果更多更公平惠及全體人民。深化教育領(lǐng)域綜合改革，健全促進(jìn)就業(yè)創(chuàng)業(yè)體制機(jī)制,建立更加公平可持續(xù)的社會(huì)保障制度，深化醫(yī)藥衛(wèi)生體制改革。要建立系統(tǒng)完整的生態(tài)文明制度體系，用制度保護(hù)生態(tài)環(huán)境，實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。全國(guó)政協(xié)緊緊圍繞廣大人民群眾最關(guān)心最直接最現(xiàn)實(shí)的利益問題開展調(diào)研，提出了許多有價(jià)值的意見建議，反映了群眾利益訴求。邀請(qǐng)5位全國(guó)政協(xié)委員就文化、教育、就業(yè)社保、醫(yī)衛(wèi)、生態(tài)環(huán)境保護(hù)等問題回答記者提問。
